LUC BOREAU
Luc is Chartered Engineer with prevailing experience in delivering potable and non-potable water infrastructure projects for public, federal, and private agencies. Prior to his tenure with IPFA, while working for an engineering and construction company, Luc was involved in overseeing and managing the full infrastructure life cycle for water projects of varying size and scope. Luc’s experience includes developing the tallest prestressed concrete water storage tank in France for additional capacity to access alternative project funding. He has worked on a variety of different delivery methods ranging from design-bid-build, design-build, design-bid-finance-operate, and private-public partnerships.
Luc has a unique combination of engineering, business, and financial expertise. Luc was responsible for opening AD Tanks branch office in Abu Dhabi, which required strong communication skills to cross cultures and languages in order to negotiate contracts with local clients. The integration of his engineering and finance background provides him with a unique perspective on how best to accurately model project risk and value infrastructure projects. With a fundamental understanding of finance, data analytics, accounting, and engineering, Luc is able to provide advice on the most appropriate financial plan and delivery for projects.
